Mosaic’s 2024 Grant Cycle:
Mobilizing the "ground game" for historic climate action

With trillions in federal funding available, historic climate policies present a unique chance to slash emissions and achieve critical environmental goals. Two years into implementation, realizing this potential demands unprecedented field-wide mobilization and activation to make the most of the narrow window of opportunity.

Mobilizing for Climate Action: Seizing the Moment to Achieve Big Wins

Historic federal climate and environmental policies, including the Inflation Reduction Act (IRA), Bipartisan Infrastructure Law (BIL), Justice40, and 30x30 initiatives, presents an unparalleled opportunity for scaled environmental action. With trillions of dollars in funding, the potential to slash greenhouse gas emissions by nearly half in the U.S. by 2030 and secure significant environmental victories is within reach. Nearly two years into implementation, the year marks a critical moment for making the most of these climate laws. The moment is now for strategic support that bridges federal dollars to local communities.

Realizing this ambition requires more than legislation; it demands a well-resourced and concerted effort across a broad and diverse environmental movement at an unprecedented scale. Recognizing this imperative, Mosaic undertook extensive consultations with scores of field and philanthropic leaders, conducted webinars engaging hundreds of participants, and gathered insights from dozens of field and partner surveys. The collective strategic insight of Mosaic’s Governance Assembly, paired with this extensive engagement, underscored that the scope and scale of these initiatives necessitated greater mobilization infrastructure, including communication, expanded pathways to technical assistance, and resources that can enable organizations to engage alongside their existing work. We focused on filling these key gaps with catalytic funding that seeks to create synergy with resources provided by our peers and will enable greater use of IRA funding in high-emission geographies, like the Midwest and Plains, Gulf South, and Appalachia.

Bridging the Gap: Mosaic’s 2024 Grants

Based on this deep listening and learning, Mosaic is supporting 53 projects, benefiting 85+ co-applicants, and 5,700+ organizations, focusing on advancing mobilization capacity in key regions and amongst key constituencies pivotal to the success of IRA/BIL+ programs.

Mosaic is funding the establishment of five Regional Movement Mobilization Hubs in the Midwest, Gulf South, Upper Rocky Mountains, and Central Appalachia – areas with significant greenhouse gas (GHG) reduction potential. These hubs will deepen and broaden expanding networks focused on implementation, emphasizing “a ground game” approach that mobilizes and coordinates authentic partnerships among nonprofits, communities, and government, and provide curated backbone capacity services, technical assistance, and critical communications and storytelling infrastructure to raise awareness and share success stories about the IRA/BIL+.

In concert, Mosaic is amplifying “network effects” by deepening support for 50+ existing grantees partners that are rallying new voices, people, and communities to take action on federal implementation opportunities at scale. Collectively, these grants are equipping organizations working locally and at the forefront of policy implementation with the tools needed to implement the IRA/BIL+– and strengthen the movement for the long term. These projects will activate networks, coalitions, and alliances engaging and informing a range of constituencies, including youth, faith-based communities, health providers, and veterans; advance engagement capacity in frontline, grassroots communities, in rural areas, and in Latinx, immigrant, Black, and Indigenous communities; and support raising awareness and engagement on federal implementation.

Sharing Our Learning & Seeking Partnership

Developed hand-in-hand with our Governance Assembly, field partners, and current grantees, our approach this year encompasses and responds to the insights from leaders across diverse sectors within the environmental movement. This inclusive strategy reflects our belief that unified action across the field is essential for providing the needed capacity and support to meet this critical moment.
